Lotem Perry-Hazan is a Professor of Law and Education at the Department of Leadership and Policy in Education at the University of Haifa Faculty of Education. She is a member of Israel Young Academy and serves as an editor for the Critical Studies in Education journal and as a co-convenor of the Research on Children’s Rights in Education Network at the European Educational Research Association. Prof. Perry-Hazan’s research interests include law and education policy and student rights. Many of her studies have focused on Haredi (ultra-Orthodox) education in Israel and other countries. Her research methodologies combine legal analysis with empirical methods to examine how legal rules influence education policy and practice and how students and educators perceive rights in education systems.
Prof. Perry-Hazan completed her LL.B. (2004, summa cum laude) and Ph.D. (2011, summa cum laude) at the University of Haifa Faculty of Law. She completed her LL.M. at New York University School of Law (2006), where she won the Vanderbilt Scholarship for her academic merit. In 2004–2005, Prof. Perry-Hazan served as the law clerk to the Hon. Justice Dorit Beinisch at the Supreme Court of Israel. Prof. Perry-Hazan was also a visiting scholar at the European Association for Education Law and Policy at Antwerp University (2012), the Civic and Moral Education Initiative at Harvard University Graduate School of Education (2014), and the Youth Research Centre at Melbourne University Faculty of Education (2018).
At the University of Haifa Faculty of Education, Prof. Perry-Hazan is currently the chair of the Department of Leadership and Policy in Education's Graduate Studies Committee. She is also a member of the Faculty of Education's teaching, ethics, and continuing studies committees. Between 2014–2020, she served as head of the Education Management Program, and between 2018–2021 she served as head of the Centre for Jewish and Democratic Education.
Prof. Perry-Hazan's studies have been published in leading international journals in the field of education (e.g., Review of Educational Research [ranked 1st in education], Educational Researcher, Journal of Education Policy, Journal of Teacher Education, Teaching and Teacher Education) and in other fields (e.g., Law & Society Review, Youth & Society, Children and Youth Services Review). Her studies have also been published in international journals of leading universities, such as the Oxford Review of Education and the Cambridge Journal of Education. Additionally, Prof. Perry-Hazan has published two books and several articles in Hebrew that mostly address the issue of educational rights of Haredi children. Some of her projects were awarded research grants from the Israel Science Foundation (2015–2018, 2019–2023), the Ministry of Science (2019–2022), the Rothschild Caesarea Foundation (2019–2020), and the Swedish Research Council (2022-2024).
Prof. Perry-Hazan was a member of steering committees for the professional development of the Haredi District in the Ministry of Education and for educational reform at the Jezreel Valley Municipal Authority. Currently, she is a member of a committee of the Israel Higher Education Council for the integration of Haredi students in academia. In recent years, she has been active in promoting policies supporting Haredi institutions that teach secular studies as part of a lobbying group established to this end.
